Henry Shimutwikeni & Co Inc hosts the Public Procurement seminar

On Saturday, the 8th of May 2021, Henry Shimutwikeni & Co Inc hosted the public procurement seminar to engage the business fraternity on the tender processes, and procedures to follow when one intends to file a bid complaint in cases where a tender has been unfairly awarded. 

The event which took place at Klein Windhoek Guesthouse in Windhoek featured participants from different business sectors, lawyers from Henry Shimutwikeni & Co Inc, procurement experts and is aimed at educating the business fraternity on issues of bid review.

The key speaker at this event, Ester Kuugongelwa, Chief Policy Analyst at the Ministry of Finance, presented a brief abridgement on the public procurement, the review panel of bids, lodging of the application before the review panel and finally, the limitation of the review panel. 

In her presentations, Kuugongelwa said that their department is committed to ensuring that there is transparency and accountability in the tendering practice. She added that many people do not know the right procedure to follow if they want to report an unlawful event in the bid process and that it was important to have this seminar to share some crucial information on bid reviewing. 

“Public procurement is one of the areas that are prone to corruption however, our department is committed to ensuring its procurement processes work effectively and fairly for all parties”, Kuugongelwa mentioned. Kuugongelwa added this started back in the day when it was regulated by the tender board. It has previously been criticized for its lack of transparency and accountability. 

This seminar presented to the audience different procurement guidance on how complaint review mechanisms work. The presentations offered guidance to the key concepts and outlined the process for filing and reviewing complaints that arise in connection with circumstances where a tender has been unfairly awarded and one needs to file a complaint to solve such disputes. The public is encouraged to contact the Ministry of Finance in case they have any issues regarding the bid review process.
